We require that the non-diagonal matrix elements \( b_{kl}=b_{lk}=0 \), implying that $$ a_{kl}(c^2-s^2)+(a_{kk}-a_{ll})cs = b_{kl} = 0. $$ If \( a_{kl}=0 \) one sees immediately that \( \cos\theta = 1 \) and \( \sin\theta=0 \).
